While I'm sure there's a CLi option to kill the facetime camera control process, I don't know what it is, and without that only a reboot releases the camera from Apple's buggy crappy clutches. All third party apps (Meet, Zoom, Messenger, etc) have no problem using the settings from both Camera Settings/Logi Capture, and even Photobooth seems ok, but as soon as FaceTime opens it takes control of the camera settings. In regards to the rest of the thread, I've noticed FaceTime is the only application unable to make use of the camera properly. Multiple responses here point to the necessary software that exists for every recent MacOS version. You're right, that does sound stupid, and yes you are just missing it somehow.
